State law requires that the teachers union get to maintain their perks and automatic increases after the expiration of their union contracts. These “step increases” are currently running greater than the rate of inflation therefore there is no reason for a teachers union to negotiate a new contract that brings under control the excessive pension and medical benefits not to mention the excessive salaries.
